Zug, Switzerland, 6 March, 2025 – Cardano Foundation, an independent, Swiss-based not-for-profit organisation tasked with advancing the public digital infrastructure Cardano, today announced a landmark partnership with SERPRO (Serviço Federal de Processamento de Dados), the world's largest state-owned Information Technology company and Brazil's premier provider of government technology solutions.
This collaboration will focus on technological innovation, digital infrastructure development, and blockchain education, marking a significant milestone in the advancement of public-sector blockchain adoption in Latin America. The partnership combines SERPRO's extensive public administration expertise with Cardano's blockchain technology to drive digital transformation across Brazil's government services.
SERPRO's technological infrastructure powers over 750 active digital solutions, processes 33 billion transactions annually and manages more than 30.4 petabytes of data across various cloud platforms. The company's gov.br platform stands as the world's largest digital government platform, serving 90% of Brazil's federal public administration structural systems through a workforce of more than 5,000 specialized professionals.
"Our collaboration with SERPRO represents a transformative step in modernising Brazil's public sector infrastructure through blockchain education and technology. By integrating Cardano's solutions into SERPRO's extensive network, we're enhancing transparency and improving service delivery for millions of citizens,” said Frederik Gregaard, CEO of Cardano Foundation. “This sets a powerful precedent for government adoption across Latin America and showcases Cardano Foundation's commitment to driving meaningful technological progress in the region."
"This partnership represents a significant step forward in bringing blockchain technology to the heart of public sector innovation," said Alexandre Gonçalves de Amorim, Director-President of SERPRO. "By combining SERPRO's extensive public sector expertise with Cardano's blockchain infrastructure, we're positioning Brazil at the forefront of digital government transformation."
The Cardano Academy program will be launched for SERPRO's 8,000 employees, including 2,000 developers, with a focus on comprehensive blockchain education and professional development. This initiative includes joint blockchain masterclasses and educational events designed to enhance expertise in the field. Additionally, the program offers comprehensive technical training and certification opportunities, ensuring participants develop the necessary skills and credentials in blockchain technology.
According to Kleber Pereira dos Santos, an advisor to the presidency of the Brazilian state-owned company, this is Serpro's first partnership with an international entity for educational purposes. It also has a strategic differentiator: a focus on strengthening blockchain adoption in the Brazilian public sector. “As part of the government's strategy, Serpro has been significantly expanding its role in digital transformation, and blockchain is a strategic tool to ensure data integrity and decentralization, mitigating fraud possibilities and increasing state efficiency.”
"This collaboration with SERPRO demonstrates our commitment to advancing blockchain adoption at the governmental level," said Rafael Fraga, Cardano Foundation LATAM Business Development Lead, who facilitated both the SERPRO and Petrobras partnerships for the Cardano Foundation in Latin America. "Following our successful engagement with Petrobras, this partnership further strengthens our presence in Brazil and showcases the potential for blockchain technology in transforming public services."
The partnership builds on Brazil's already impressive digital government maturity, ranked second globally by the World Bank, and aims to further enhance the country's position as a leader in digital public services through blockchain innovation.
